The Corrigan-Radgowski Correctional Institution began as separate facilities housing different types ofMore offenders. When the Corrigan facility opened in 1994 it dealt with violent, Level 4 male offenders; when the Radgowski facility opened in 1991 it housed Level 3 male offenders, medium-security. The two facilities were consolidated in 2001 and it is currently a combined prison for sentenced offenders as well as charged men awaiting trial in superior courts in Norwich, New London, Windham and Danielson. In Corrigan, gang members are segregated and are offered education about the "negative aspects of gang participation," according to the website. Corrigan inmates are also offered anger-management and other educational programs as well as help for addictions. Radgowski inmates perform community service work and participate in the Speak Out Program run by Troop E. As stated on the website, in this program inmates talk about "decision making and the impact of prison upon their lives" to students at local schools and universities. According to the state, the average daily cost of incarceration per inmate is approximately 89 dollars and 68 cents.
