<p>Wendy Summers has run the Creative Care Daycare center for seven years.</p> <p>Inside, the colors are bright and cheery. Young children sit at low tables and while they color, talk, play and laugh. In an area for the youngest children, infants sleep in cribs while staffers change some babies and cuddle others.</p> <p>Outside, in a fenced area, there's plenty of room to play and plenty of toys, too.
