Fugitive, Breach of Peace, DUI Charges

The following arrest information was supplied by Connecticut State Police and Montville Police. It does not indicate convictions.

March 9

At 1:15 a.m., Montville Police arrested Charles Z. Dugas, 25, of 5215 Cedar Ave., Apt. 2, Philadelphia, PA, and charged him with failure to drive right and driving while under the influence of drugs and/or alcohol. He was assessed a $500 cash bond and given a March 27 court date. The report says that Dugas was “observed operating erratically” and failed field sobriety tests.

At 2:40 p.m., Montville Police arrested Tracy E. Roman, 36, of 241 Elm St., New London, and charged her with criminal trover in the second degree, driving while under the influence of drugs and/or alcohol, driving with a suspended license and failure to drive right. A $4,000 cash bond was assessed, and she was given a March 22 court date. The report says that Roman hit a stone wall, and was driving a vehicle she did not have permission to drive.

March 12

At 8:27 p.m., police arrested Sean Stoy, 41, of 42 Sharp Hill Road, Uncasville, and charged him with breach of peace. The arrest came after a report of a disturbance. He was assessed a $1,500 bond and given a March 13 court date.

At 1:40 p.m., police responded to a one-vehicle accident on Route 2A eastbound in Montville. A vehicle driven by Felicia Strong, 20, of 202 Broad St., New London, swerved off the right shoulder of the road and hit the metal guard rail. It sustained heavy damage to the front end, hood and roof, and was towed. Strong complained of facial pain and was taken to the hospital by ambulance. A passenger in the vehicle, Garviela Gonzalez, 18, of 61 Montauk Ave., New London, complained of head pain and was taken to the hospital, also. Montville and Mohegan fire departments responded to the crash.

March 13

At 10:34 a.m., police arrested Colleen R. Talley, 35, of 134 Fort Shantok Road, Uncasville, and charged her with breach of the peace and interfering with an officer. She was assessed a $1,500 bond and given a March 14 court date.

March 14

At 6:01 p.m., police arrested Timothy Kisch, 31, of Hillcrest Drive in Montville, and charged him with interfering with an officer, two counts of violation of probation, and being a fugitive from justice. He was held on bond totaling $140,000 and given a March 15 court date. The arrest was made on Hillcrest Drive.

March 15

At 10 p.m., polce received a 911 call reporting that someone was attempting to cut and steal copper wiring from a Mohegan Tribal building on Masspeag Side Road in Uncasville. Troopers responded, and found the accused had fled on foot. A K-9 track was conducted, and James F. Mileski, 56, of 28 Rankin Road, Uncasville, was found outside of his home with burglar tools in hand, according to the report. He was charged with criminal mischief in the third degree, and assessed a $5,000 nonsurety bond. He was given a March 29 court date.

March 16

At 8:40 a.m., Montville Police arrested Colleen R. Talley, 35, of 134 Fort Shantok Road, Uncasville, and charged her with violation of a protective order, possession of less than 4 ounces of marijuana and possession of a controlled substance within 1,500 feel of a school. She was assessed a $5,000 cash bond and given a March 16 court date. The arrest came at 166 Chesterfield Road.

March 17

At 4:14 p.m., police responded to a two-vehicle collision on Route 32. A 2007 Ford Fusion driven by Kimberly L. Wood, 29, of 129 Warner St., Groton, and a 1971 Buick Skylark driven by Amy L. Pachesa, 43, of 265 Route 32, Montville, collided. Wood complained of leg injuries; her vehicle was towed.

March 20, 12 At 6:42 p.m., Montville Police arrested William Vine, 36, of 28 Oxford Drive, Norwich, and charged him with disorderly conduct and failure to submit to fingerprinting. He was assessed a $5,000 bond and given a March 21 court date. The arrest came on New Hmpshire Lane in Oakdale, after a physical altercation and a car crash. After the suspect was treated at Backus Hospital, the report says, he was transported to the Troop E barrack for processing.

At 3:01 p.m., Montville Police arrested Josephine Bruyneel, 63, of 70 Pires Drive, Oakdale, and charged her with driving while under the influence of drugs and/or alcohol. She was assessed a $500 bond and given an April 3 court date. The arrest came on Pires Drive.

March 21

At 4:43 a.m., police arrested Charlotte A. Stratton, 46, of 50 Laurel Point Drive, Oakdale, and charged her with disorderly conduct: threatening. No bond was assessed; she was given a March 21 court date.

March 22

At 3:11 a.m., Montville Police arrested Billiejo Parkos, 35, of 924 Route 163, Oakdale, and charged her with driving while under the influence of drugs and/or alcohol. She was assessed a $50 bond and given an April 10 court date. The arrest came after a motor vehicle stop.

March 23

At 4:08 p.m., Montville Police arrested Jose Valdes, 44, of 1608 Old Colchester Road, and charged him with being a fugitive from justice. Pennsylvania State Police had alerted Montville about his fugitive status. Valdes was wanted in Pennsylvania on a charge of armed robbery.
